Empowering Young Adults with Social Participation Opportunities and Capacity Enhancement

In today’s challenging social landscape, many young adults are experiencing a decline in self-esteem and a sense of isolation due to various issues such as the rising youth unemployment rate. To address these concerns and provide young adults with opportunities for social participation and capacity enhancement, the Youth Safety Net program has been launched.

Program Schedule

  • Online Platform Development: March 2016 – June 2016
  • Selection of Private Outsourcing Agencies: May 2016
  • Formation of Applicant Selection Evaluation Committee: May 2016
  • Public Recruitment of Applicants: June 2016
  • First Qualification Review: June 2016, 3rd week
  • Second Final Selection Evaluation: June 2016, 3rd week – 4th week
  • Orientation Sessions: July 2016, 1st week – 2nd week
  • Implementation and Activation of Activities: July 2016 – December 2016
  • Reporting of Results: December 2016

Application Period

  • Targeted recruitment in June 2016, with the program scheduled to commence in July.

Eligibility Criteria

  • Residents of Seoul aged between 19 to 29 years, who have been unemployed for at least a year.
  • Priority Selection Criteria: Long-term unemployed individuals or those from low-income households who find it difficult to participate in government employment success packages or vocational training programs.
  • Exclusion Criteria: University or graduate school students (including those on leave of absence), individuals receiving unemployment benefits, and those working for more than 30 hours per week with regular income.

Selection Criteria

  • The selection process is based on quantitative indicators (socio-economic conditions) and qualitative evaluations (willingness to participate in activities, clarity and suitability of career plans).

Selection Procedure

  • Verification of eligibility conditions, followed by applicant selection and final selection.

Support Details

  • Monetary and non-monetary support is provided, including a monthly cash payment of up to 500,000 KRW for a maximum of 6 months to cover social participation activity expenses.
  • Use of Funds: For expenses related to obtaining certifications, purchasing study materials, exam registration fees, group study operation, etc. Discontinuation of payments in case of loss of eligibility.
  • Non-monetary Support: Community support, provision of information for social participation activities, and on-site coordination.

Scope of Support

  • Inclusive of various social participation activities, including employment and entrepreneurship.

Performance Evaluation

  • Comparison of vitality before and after participation, along with showcasing diverse activities and case studies.

Post-Program Management

  • Provision of activity certificates, job fairs, post-education, and network management to enhance linkage to other activities such as job entry.

Key Program Operation Plans

  • Facilitation of voluntary community formation among participants through team-building and activation.
  • Small group discussions with up to 30 participants (group interviews).
  • Strengthening of linkage through the provision of youth policy information and direct/indirect activity support.
  • Establishment of a ‘social collaboration system’ through mentoring support in areas of interest (operation of senior mentorship programs).

  • Seoul City: Overall operation and management, selection and supervision of private outsourcing agencies, and comprehensive management of applicants.
  • Private Outsourcing Agencies: Operation and management of activity support programs, manager selection and operation, and applicant management.
